I would say its a defective home flex cable if it would not work outside of the case. I managed to fix iPad Mini Home button not work problem from it's instructions! Just as first answer said,you should transfer the tapes to the new digitizer. I noticed by compairing the defective and the new part that the housing of the home Button of the replacement part is a bit thicker than the original one. If something breaks, we'll replace it—for as long as you own the iFixit tool. This product can expose you to chemicals including lead which is known to the State of California to cause cancer and birth defects or other reproductive harm.
The antenna is attached to the bottom of the iPad via screws and a cable. This step detaches the antenna from the front panel, ensuring that when you remove the panel, the antenna will not be damaged. There is a small gap in the iPad's adhesive ring in the upper right corner of the iPad, approximately 2.0 inches (~5 cm) from the top of the iPad. If you need to reheat the iOpener, heat the water to a boil, turn off the heat, and place the iOpener in the water for 2-3 minutes.

The connector on the iPad Mini needs to be fully connected just to control the digitizer. On the iPad Mini 3, the digitizer and home button use the same connector. The ipad mini i was just working on would keep activating the home button and kept going to siri.. I first tried to cover the contacts on the home button flex like others in this post suggested with no luck. I also used some doubled sided 3m tape to create cushions on both sides of the home button to raise the button up from the frame a little to give it a little relief. Not sure if it was just the extra cushioning i added or if it was a combination of cushion and covering those exposed contacts.

PS the home button worked on the original screen before I took the screen off. The home button was working outside the ipad, but not working when fully installed. Deinstalled the digitizer and put kapton tape on the home button flex cable. I had the same problem with the home button going crazy after replacement and tried all the above with no success. What finally fixed the problem for me is removing the two long adhesive strips holding the lcd.
Just remove the mini 2 home button and desolder the mini 2 home button tape off contacts. My customers feedback was it looks and works great.... Slide the flat end of a spudger under the battery side of the digitizer board to begin separating it from the rear case.
iOpener Heating
Insert the spudger between the LCD and LCD shield plate and slide it to the far edge of the iPad. Slide the top right opening pick around the corner to fully release the top edge of the glass. Leave the three picks in the corners of the iPad to prevent re-adhering of the front panel adhesive. Leave the second pick in place to prevent the corner adhesive from re-sealing as it cools. Pull the pick out slightly, and slide the very tip gently along the top of the front-facing camera section of the top edge. Be careful not to overheat the iOpener during the repair procedure.
Throughout the rest of the procedure, if you encounter significant resistance to sliding picks beneath the glass, stop and reheat the section you're working on. Don't insert the opening pick any deeper than the black bezel on the side of the display. Inserting the pick too far may damage the LCD.
Replacement Guides
Leave this pick in place to keep the adhesive from re-sealing itself, and grab a new pick for the next step. Leave the opening pick in the iPad slightly past the front-facing camera. Reheat the iOpener and place it on the top edge of the iPad, over the front-facing camera. Follow the steps in this guide to replace the home button in an iPad Mini 3. Note that since home button fingerprint scanners are paired to their respective logic boards, swapping in a new home button will result in losing Touch ID functionality.
Use an opening pick to break up the adhesive holding the home button ribbon cable to the digitizer cable. Slide the opening pick along the left edge of the iPad, releasing the adhesive as you go. The adhesive is thin here due to the digitizer along the whole left side. Make sure the pick is not too deep (max 1/2 inch) 10 mm to prevent damaging the digitizer. Keeping the tip of the plastic opening tool wedged between the front glass and plastic bezel, slide a plastic opening pick in the gap, right next to the plastic opening tool. Use a plastic opening tool to pry the home button bracket off the back of the digitizer.

Insert the tip of a plastic opening tool into the gap between the front glass and the plastic bezel. Just insert the very tip of the opening tool, just enough to widen the crack. It even works if its almost in the ipad mini housing, but as soon as the glass sits in, homebutton goes crazy. Tried the electrical tape hint didnt work out for me. @Francesco Marianucci I'm in a facebook group with that guy and he has great tutorials.
